Six junctions around Pecatu have run on different rules between 5 PM and 10 PM every day since 2 July 2026. The Uluwatu traffic rules started as a one-month trial in June and became permanent after Badung regency's transport agency judged the trial effective at easing congestion.
For anyone weighing a villa or land in Pecatu, Bingin, Padang Padang or further toward Uluwatu, this matters in a practical way. The same address can be a quick turn at noon and a longer loop at 6 PM.
That doesn't make a location better or worse on its own. It changes how you read one.
What are the Uluwatu traffic rules?
The scheme covers six junctions. Two are named in public reports, and they carry the main changes.
- Coming from Jalan Raya Uluwatu, vehicles can't turn directly into Jalan Toya Ning II.
- Leaving Jalan Toya Ning II, vehicles can only turn left toward Pecatu. The right turn toward Ungasan is closed.
- At the junction of Jalan Baler Setra and Jalan Blimbing Sari, vehicles can't head west toward Jalan Raya Uluwatu. Motorbikes are exempt, at this junction only.
All three apply from 5 PM to 10 PM. A fourth change has no time window. Entry from Jalan Raya Uluwatu into Gang Batu Nunggul is now closed all day. That rule was added when the scheme became permanent.
During operating hours, officers are posted at key points. These include the Pecatu village office junction, the Toya Ning junction, the Nirmala junction and the junction near Politeknik Negeri Bali. The officers come from local security, the police and the regency's public order unit.
The other four junctions haven't been listed individually in public reports.
Why did the trial become permanent?
The case for it is congestion. The evening window lines up with sunset, dinner and the temple crowd, when the road toward Uluwatu tends to back up.
The trial began on 2 June with a longer window, 2 PM to 10 PM. After a month, the transport agency said it had worked, and shortened it to run from 5 PM to 10 PM when it made the scheme permanent.
The cost falls mostly on the people who live here. The rules apply to everyone, residents included. Someone living off Jalan Toya Ning II can't turn onto their own street from the main road until 10 PM.
For a household coming home after work, or a villa team finishing a shift, that's a daily detour.
The agency describes the scheme as a short-term measure. The longer-term answer it points to is a planned ring road. Until that's built, the evening rules are the working arrangement.
How do the traffic rules affect a property in Pecatu or Bingin?
For most of the day, they don't. Outside 5 PM to 10 PM, access works as it always has.
Inside that window, the question is narrower. Does the route between the property and the main road pass through one of the restricted turns?
A few things decide the answer.
- Which side of Jalan Raya Uluwatu the property sits on, and which direction you usually travel.
- Whether the access road meets the main road at a restricted junction or somewhere else.
- How the property will be used. A family home, a long-stay rental and a villa with evening arrivals each lean on that window differently.
Motorbikes are only exempt at one junction, so riding in isn't an answer everywhere.
If you're comparing areas along the corridor, our current listings show where properties sit.
How can you check a property's evening access before you buy?
The simplest check is to visit twice. See the property in daylight, then drive the route again between 5 PM and 10 PM, arriving from the direction you'd use most.
- Drive in as well as out. The rules work differently in each direction.
- Note which junction you actually use, and whether officers are posted there.
- Time the alternative loop if the direct turn is closed.
- If you're buying from overseas, ask whoever is representing you to drive the evening route and send it to you turn by turn.
This won't rule a location in or out. It shows you what daily life at that address looks like after five, which is the part a listing photo can't show.
Final Thoughts
The evening turn restrictions on Jalan Raya Uluwatu are the arrangement for now. The agency frames them as a bridge until a ring road is built. Where a property sits relative to six junctions has become part of its location, the same way the view or the slope of the land is.
Decide how you'll use the place in the evening. Then check the route at that hour.
